Each Athlete gets 3 attempts (1 attempt per minute) for each lift. Every minute on the minute.
On 3-2-1 GO, Athlete 1 does Back Squat (from 0:00-2:59), then Athlete 2 (from 3:00-5:59), then Athlete 3 (from 6:00-9:00). This is followed by a 6 minute rest, until the clock hits 15:00.
Then Athlete 1 does the Shoulder Press (from 15:00-17:59), and so on.
